India’s GST registration landscape is set for a significant upgrade. Beginning 1 November 2025, new businesses classified as low-risk—and those with limited business-to-business (B2B) output tax liabilities—can enjoy a swift, streamlined GST registration process with automatic approval in just three working days. This reform, introduced by the GST Council in its 56th meeting, is designed to reduce barriers for small businesses while maintaining necessary regulatory safeguards.
The new “Simplified GST Registration Scheme” provides auto-approval within three working days for two categories:
System-identified low-risk applicants
Applicants who self-declare that their monthly B2B output tax liability does not exceed ₹2.5 lakh
This scheme is entirely voluntary—eligible businesses can opt in for the simplified route or continue under the regular pathway, which follows traditional timelines.
This reform overlays, but does not replace, the existing legal framework found in Rule 8 and Rule 9 of the CGST Rules, 2017. It leverages the automated portal system, yet the jurisdictional tax officer keeps the authority to review or reject applications flagged as risky, ensuring compliance is not compromised.
The simplified pathway is open to businesses whose B2B supplies generate an output tax of ₹2,50,000 or less per month.
B2C transactions and tax paid under the reverse charge mechanism (RCM) are excluded from this calculation.
Eligible applicants must undergo Aadhaar-based e-KYC, while those triggering risk parameters or not opting for Aadhaar will need biometric and physical verification.
Pre-Application: Keep your PAN, State/UT, email, and mobile handy. Ensure all promoters and authorized signatories complete Aadhaar-based e-KYC.
Submit Application: Generate a Temporary Reference Number (TRN) on the GST portal, complete Part B of Form REG-01, and upload the required documentation.
Choose Pathway: Opt for the simplified scheme if eligible (or let the system route you automatically), declaring B2B output tax under the threshold.
Approval: Receive auto-approval within three working days, unless flagged for further review. For applications needing clarifications, timely responses through REG-03 and REG-04 are essential to avoid rejection.
Applicants must carefully maintain monthly records of B2B turnover and tax liability.
Surpassing the ₹2.5 lakh threshold requires voluntary opt-out of the simplified scheme through the GST portal (facility to be introduced).
Any misstatement or suppression of information may attract penalties under Section 122 of the CGST Act.
If an applicant’s output tax surpasses ₹2.5 lakh per month, auto-approval is available only if the system still classifies the business as low-risk. Otherwise, the traditional Rule 9 timelines—seven to thirty days—apply, depending on the need for verification. Deemed approval safeguards ensure no application is kept pending beyond legal limits.
